问题：用户未配置 LLM API Key 时，问答接口如何仍能返回有用结果？

方案：在 /api/ask 中判断 llm_result.get('fallback')：为真时走离线模式，取 KB.search(query, top_k=5) 的第一条结果，用 content_full 或 content_preview 截断 600 字符作为答案，并提示用户在右上角「⚙️ LLM 设置」配置 API Key 启用大模型模式；无检索结果时提示换关键词或配置 Key。
